Your Step by Step Guide to Launching a Cosmetic Product in the UK & EU
Bringing a cosmetic product to market whether it’s a hand & body lotion, shower gel, serum or cleanser, requires careful planning and compliance. This guide breaks down exactly what you need in clear, practical steps.

Cosmetic Product Safety Requirements
A Cosmetic Product Safety Report (CPSR) must be completed by a qualified assessor before the product is sold. A CPSR includes:
- Full ingredient breakdown
- Assessment of the finished product
- Stability Testing
- Microbiological Testing
- Toxicological Profile
- Product Labelling
- Signed Report from a Qualified Safety Assessor
A Product Information File (PIF) must be compiled and stored fir 10 years after the last batch is placed on the market.
Stability testing and preservative challenge testing are required to support shelf life and safety.
Manufacturing must follow Good Manufacturing Process (GMP)
All ingredients must comply with UK/EU cosmetic regulations.

Insurance & Responsible Person Requirements

A UK or EU responsible person must be appointed and listed on your label. The responsible person ensures compliance and holds the Product Information File.
Products must be notified on the UK SCPN (For Great Britain) and/or the EU CPNP before being sold.

For labelling and packaging, the following details should be clearly shown:
- Product name and function must be clearly stated.
- Responsible Person name and address must appear on the packaging.
- Full ingredient list using INCI names in descending order.
- Batch code for traceability
- Net contents (Weight or volume).
- Best Before Date or Period After Opening symbol where applicable.
- Any required warnings and usage instructions.
- Claims must be truthful and supported by evidence.
After launching, brands must monitor for adverse reactions and maintain documentation.
Compliance is not a one time event, it is an ongoing responsibility.
Any claims you make about your product must be truthful, supported and compliant, including:
- “Hydrating”
- “Soothing”
- “Brightening”
- “Anti-Ageing”
You cannot make medical claims such as:
- “Cures Eczema”
- “Cures Acne”
